Eline Anderson Msuya

Eline founded Mellow Care with a conviction that runs through every policy in this agency: care should lead toward recovery and independence, not just manage decline. As Administrator, she oversees every client's Plan of Care personally, and is the first call families make — before, during, and after service begins.

Mellow Care is licensed by the Washington State Department of Health and operates under the full requirements of WAC 246-335, the regulation governing licensed in-home services agencies in Washington.

Person-Centered

Every Plan of Care is built around the individual — not a standard service package.

Fully Credentialed

Caregivers are HCA-certified or exempt, background-checked, and trained before independent care.

Accountable Oversight

A Direct Care Supervisor checks in with every client at least every six months, and after any incident.

Family Communication

Changes in condition, scheduling, or care needs are reported directly — nothing gets lost.

Caregiver Standards

Every caregiver meets the same bar, before they meet your family.

Certified or Exempt

Home Care Aide certification, or an approved exemption (NAC, RN, LPN), verified through the WA Department of Health.

Background-Checked

Criminal background checks through the Washington State Patrol, completed before hire and renewed every two years.

Health-Screened

TB risk assessment on hire and annually, with additional testing when indicated.

75-Hour Trained

Completion of the state-required 75-hour basic caregiver training, or a qualifying credential exemption.

Agency-Oriented

Full orientation on client rights, infection control, emergency procedures, and Mellow Care policy before independent care.

Continuously Supervised

Annual performance evaluations with on-site observation, plus ongoing Direct Care Supervisor check-ins.
